Turkey sets establishment and capital rules for crypto-asset service providers
The Capital Markets Board published two communiqués — III-35/B.1 and III-35/B.2 — in the Official Gazette on 13 March 2025, implementing Law No. 7518. Together they set licensing, founder and governance conditions, internal-audit and technological-infrastructure requirements, asset-custody and transfer rules, and capital-adequacy and operating principles for crypto-asset service providers, which must now be authorised by the Board.
Implications for capital — Crypto exchanges, custodians and related providers operating in or into Turkey are brought under a formal CMB licensing and prudential regime.
